The Regular meeting of the city of Mishawaka Redevelopment commission was called to order at 6:30 p.m., Monday, July 22, 2013, in Room 205, City Hall, 600 East Third Street, Mishawaka, Indiana. Commissioners Eberhardt, O’Dell, Buraczewski, and Pingel were present. The following were also in attendance: Attorney Robert Beutter, David Thomas, Community Development director; and Marilyn Nelums-Jones, Program Coordinator. Commissioner Kris Ermeti was absent.

Commissioner Pingel moved to approve the minutes of June 24, 2013, meeting as circulated. Commissioner O’Dell seconded; motion carried.

Commissioner Pingel asked a question from the previous minutes “when will the Barak decision go before Counsel,” Dave Thomas believes it will be in November.

First Time Homebuyer application
Mr. Thomas presented information regarding a First Time Homebuyer applicant. Commissioner O’Dell moved to approve as presented. Commissioner Pingel seconded; motion carried.

Unity Garden Project
A meeting is scheduled with Mike Hayes of Penn Township Food Pantry and Pat Brown of “Sitescapes” on July 24, 2013. Question was asked “is fence the same height as the one around the parking lot –but will it will be higher around six feet, brick on corners and a sign installed, south side of parking lot on retaining wall so that it will match the existing- raised beds. Commissioner O’Dell asked if Dave Thomas would meet him at Honkers on Wednesday and present the proposed garden project. Dave Thomas will check with Pat Brown. Attorney Beutter asked if title would be transferred – it will be after it is complete it will go to Penn Township (owner) - Food Pantry is a tenant.

Underpass properties
Dave Thomas said the underpass properties are still in process. In September Redevelopment will be able to get appraisals ready to go to market and early January to process. It is taking longer than anticipated.
Commissioner Stillson, asked about the River townhomes being reverted to the bank and does the city or Commission have any involvement. Dave Thomas referred the question to Attorney Beutter. Redevelopment deeded property over to the bank, the second phase to the East is in question as to whether we get the property back. The development agreement has been given to Ken Prince, City Planner to review. Also asked if the driveway behind is it a public street – Commission informed NO – the drive does not belong to the City, it is private.

Anything else brought before the Commission
Dave Thomas reported for City Planner, Ken Prince that they are replacing trees in Edison Lakes area – ash boar insects are causing problems.

A motion was entertained by Commissioner Eberhart to adjourn the meeting; Commissioner Buraczewski motioned to adjourn the meeting; Commissioiner O’Dell seconded; motion carried.

The meeting was adjourned at 6:51 p.m.
